What Is VFR
VFR is the default. A private pilot certificate is a VFR certificate: you may fly any time the weather is good enough, without filing anything, without talking to anyone in most airspace, and without asking permission to change altitude or route. You are responsible for terrain clearance, for staying out of airspace you are not cleared into, and for seeing and avoiding every other aircraft.
The price of that freedom is that the weather has to cooperate. Visual meteorological conditions, or VMC, means the visibility and cloud clearance in 14 CFR 91.155 are met for the airspace you are in. Fall below them and you are not merely uncomfortable, you are illegal. VFR brings its own housekeeping too: cruising altitudes above 3,000 feet AGL follow the hemispheric rule in 91.159 — odd thousand plus 500 on a magnetic course of 0 to 179 degrees, even thousand plus 500 from 180 to 359 — and 91.151 requires fuel to reach the first point of intended landing plus 30 minutes at normal cruise by day, 45 minutes at night.

Two more rules apply inside the surface area of Class B, C, D or E airspace — which is to say at almost every airport around Los Angeles. You may not take off, land or enter the traffic pattern unless ground visibility is at least 3 statute miles and the ceiling at least 1,000 feet, and you may not fly VFR beneath the ceiling when it is under 1,000 feet. The one escape hatch is Special VFR under 91.157: 1 statute mile visibility, clear of clouds, if you request and receive the clearance. At night it requires an instrument rating and an instrument-equipped aircraft, and Part 91 Appendix D lists airports where fixed-wing Special VFR is prohibited outright — LAX among them.
What Is IFR
IFR is a system, not a skill you switch on. You file a flight plan, receive a clearance before departure, fly published routes and procedures, and take altitude and heading assignments from ATC. In exchange, controllers keep you separated from other IFR traffic and you may legally fly through cloud, in rain, and down to the published minimums of an instrument approach.
Three things must line up before a single IFR flight can happen. The pilot must hold an instrument rating and be current under 14 CFR 61.57(c), which calls for six instrument approaches, holding procedures, and intercepting and tracking courses within the preceding six calendar months, or a proficiency check. The aircraft must carry the instrument equipment in 91.205(d) and be inside its inspection windows — pitot-static and altimeter system under 91.411 and transponder under 91.413, each on a 24-calendar-month cycle. And there must be a clearance. No clearance, no IFR.
What An IFR Clearance Obligates You To
A clearance is not permission to go do what you planned. It is a contract, delivered in a fixed order that students learn as CRAFT: Clearance limit, Route, Altitude, Frequency, Transponder. Accept it and you have agreed to fly that route, at that altitude, on those frequencies, squawking that code. You may not deviate without a new clearance, except in an emergency — and if you do declare, 91.3 lets you do whatever the situation requires, with a report to follow.
The obligations extend to fuel and planning. Under 91.167 you need fuel to reach the destination, then the alternate if one is required, plus 45 minutes at normal cruising speed. Whether you need an alternate comes from the 1-2-3 rule in 91.169: if from one hour before to one hour after your estimated arrival the forecast shows a ceiling of at least 2,000 feet above airport elevation and visibility of at least 3 statute miles, no alternate is required. Otherwise you file one, and it must meet its own minimums. IFR cruising altitudes follow 91.179 — odd and even thousands below 18,000 feet, not the VFR plus-500 convention.
When IFR Is Required
IFR is mandatory in two circumstances. The first is weather: if conditions are below the VFR minimums in the table above, the flight is either IFR, Special VFR where that is available, or it does not go. The second is airspace: Class A, which begins at 18,000 feet MSL, is IFR-only regardless of how clear the sky is. Everything else is a judgment call, and plenty of instrument-rated pilots file IFR on beautiful days simply because they would rather be in the system when crossing the Los Angeles Basin.
Marginal VFR — The Condition That Catches People
Aviation weather reports bucket conditions into VFR, marginal VFR, IFR and low IFR. Marginal VFR means a ceiling between 1,000 and 3,000 feet or visibility between 3 and 5 statute miles. It is legal, and it is where VFR pilots get hurt, because it looks flyable from the ramp and deteriorates ahead of you.
The honest answer we give students at Van Nuys Airport is that marginal VFR is a hard no until you are instrument rated, and a routine day once you are. Nothing about the airplane changed. What changed is that you have a legal, practiced way to climb through the layer and an approach to descend through it at the other end. Then May and June arrive. The marine layer — a shallow deck of coastal stratus that pushes inland overnight and burns off through the morning — is exactly the condition that separates a VFR-only pilot from an instrument-rated one. It is often only a thousand or two thousand feet thick with clear sky on top. It is not turbulent, it is not icing, and it is not dangerous to an instrument pilot. It is simply opaque, and a VFR pilot cannot legally go through it.
So the VFR-only pilot at Van Nuys in June waits, and often the layer burns off by late morning and the day is fine. But the 7 a.m. departure is gone. The trip to Santa Barbara or San Diego, where coastal airports may still be reporting IFR, is gone. The evening return, when the layer pushes back in, is a gamble. On the days it does not clear, the airplane stays in the hangar. The instrument-rated pilot files, launches, climbs through in ninety seconds into sunshine, and flies the approach at the far end.
