The Los Angeles Class B airspace is a stack of shelves centered on LAX, and Van Nuys Airport sits underneath the northern edge of it as a Class D field of its own. That geometry produces the only three ways through this basin that a VFR pilot has: get a clearance into the Class B, use the published Special Flight Rules Area that crosses it without one, or stay underneath and around the outside.
This page is about the Los Angeles structure specifically — the corridors, the local geography and what departing and arriving at Van Nuys actually involves. One standing warning before any of it. Class B boundaries, shelf floors and charted route altitudes are published on the current Los Angeles Terminal Area Chart and in FAA Order JO 7400.11, and they change. This page prints only figures fixed in the Code of Federal Regulations and verified against the current text. Everything else — shelf altitudes above Van Nuys, transition route altitudes, frequencies — you read off the current chart, every time. Any website that hands you a shelf altitude to memorize is doing you harm.

The Shape Of The Los Angeles Class B
Class B airspace surrounds the nation's busiest airports and is drawn as an upside-down wedding cake: a core cylinder over the primary airport reaching the surface, then successively larger rings whose floors step upward as you move away from the center. The Los Angeles Class B is built around LAX and is divided in its legal description into lettered areas, which is why the regulation governing the LAX corridor refers to "Area A of the Los Angeles Class B airspace area".
What that means in the airplane is simple. Directly over LAX, the Class B starts at the ground and there is no getting under it. Move north or west and the floor rises in steps, so there is airspace beneath each shelf where you may fly without a clearance. Van Nuys lies under one of those outer shelves, which is why a Van Nuys traffic pattern and local training flight can happen entirely outside Class B while being visibly beneath it.
The lateral boundaries are not neat circles. They are drawn around arrival and departure paths and around terrain, so the edge steps in and out, and the floors do not all change at the same radius. Reading the chart properly — finding the segment you are in, and its floor and ceiling printed as a fraction — is the single most useful chart skill a Los Angeles pilot has, and it is the first thing we teach here.
What A Class B Clearance Actually Requires
14 CFR 91.131(a) is unambiguous: the operator must receive an ATC clearance from the ATC facility having jurisdiction for that area before operating an aircraft in Class B airspace. Two-way radio contact is not enough. Being told to "stand by" is not a clearance. The words you need are a clearance into the Class B, and until you hear them you stay out.
91.131(b) covers who may fly there. In general the pilot in command must hold at least a private pilot certificate, with exceptions for student, recreational and sport pilots who have received the required ground and flight training and hold the endorsements in 14 CFR 61.94, 61.95, 61.101 or 61.325 as applicable. There is then a stricter rule: for the short list of the busiest Class B airports named in Appendix D, Section 4 of Part 91, the pilot in command must hold at least a private pilot certificate with no student-pilot exception. Check the current Appendix D list before planning any student flight into a Class B primary airport.
91.131(c) covers equipment: an operable two-way radio capable of communicating with ATC on the appropriate frequencies, an operating transponder with automatic altitude reporting under 91.215(a), and ADS-B Out under 91.225.
And 91.215(b) extends the transponder requirement well beyond the Class B itself. Mode C is required in all airspace within 30 nautical miles of an airport listed in Appendix D, Section 1, from the surface upward to 10,000 feet MSL — the ring pilots call the Mode C veil — and in all airspace above the ceiling and within the lateral boundaries of a Class B or Class C area upward to 10,000 feet MSL. Van Nuys is comfortably inside the LAX veil, so a transponder is not optional here even for a local flight that never touches the Class B.
Van Nuys: Class D Under The Shelf
Van Nuys Airport is a towered Class D field at 802 feet elevation with two parallel north-south runways: 16R/34L at 8,001 feet and 16L/34R at 4,000 feet. The long runway takes the business jets; light training aircraft mostly use the short one. It is one of the world's busiest general aviation airports, and the tower expects a professional radio call.
Departing Van Nuys
You will be talking to somebody from before the engine starts until you are well clear. Clearance or ground for taxi, tower for departure, and then a decision: do you want to talk to SoCal approach for flight following, do you need a Class B clearance for where you are going, or are you staying beneath the shelf and outside the Class B?
Most local training flights take the third option, and it works well, because the practice areas and the routes north and west stay outside the Class B entirely. What catches visiting pilots out is the vertical dimension: climb enthusiastically on a southbound departure and you can be through a shelf floor before you have finished the after-takeoff checks. Know the floor for the segment you will be in before you release the brakes.
Arriving At Van Nuys
Arrivals are shaped by two things: terrain and traffic. The Santa Monica Mountains form the southern wall of the San Fernando Valley, the San Gabriels close it off to the north-east, and Burbank's Class C sits immediately to the east, which compresses the usable space more than a chart alone suggests. Reporting points are geographic and local knowledge is genuinely worth something — knowing which lake, pass or freeway interchange the controller means saves you a transmission and buys you a smoother arrival.
Call the ATIS early, have the current frequencies from the Chart Supplement to hand, and report where you actually are rather than where you meant to be.
The LAX Special Flight Rules Area
This is the one piece of the Los Angeles structure whose numbers are fixed in federal regulation rather than only on a chart, which is why we can print them here. The rules live in 14 CFR Part 93, Subpart G, "Special Flight Rules in the Vicinity of Los Angeles International Airport", sections 93.91 through 93.97.
14 CFR 93.93 describes the area: the Los Angeles Special Flight Rules Area is designated as that part of Area A of the Los Angeles Class B airspace area at 3,500 feet above mean sea level and at 4,500 feet MSL, beginning at Ballona Creek and the Pacific Ocean, then eastbound along Manchester Boulevard to Manchester and the 405 Freeway, then southbound along the 405 to the 405 and Imperial Highway, then westbound along Imperial Highway to the Pacific Ocean, then northbound along the shoreline back to the start.
In other words, it is a defined block of airspace directly across the LAX complex, bounded by streets and freeways you can see from the cockpit.
14 CFR 93.95 then sets out the operating procedures. Within that area, no person may operate an aircraft unless authorized by the Administrator and unless the flight is conducted in accordance with the following: the flight is conducted under VFR and in VFR conditions; the aircraft is equipped with a functioning transponder with Mode 3/A 4096-code capability, and it is turned on and set to code 1201 prior to entering and while operating in the area; the pilot has a current Los Angeles Terminal Area Chart in the aircraft; the aircraft is navigated on the Santa Monica VOR 132-degree radial, which defines the centerline of the corridor; the aircraft is operated at 3,500 feet MSL on a southeasterly heading or 4,500 feet MSL on a northwesterly heading; indicated airspeed does not exceed 140 knots; the aircraft's anti-collision lights and aircraft position lights are on, with use of landing lights recommended; and turbojet aircraft are prohibited from VFR operations within the area.
That is the whole procedure. It is a published, regulated way of crossing the top of a major airline hub in a light aircraft without a clearance, and it is one of the more remarkable pieces of airspace design in the country. It is also unforgiving of sloppiness: wrong altitude for your direction, wrong squawk, or drifting off the radial are all real problems, and the traffic above and below you is the reason the rules are written this precisely.

The Charted Transition Routes
Alongside the SFRA, the Los Angeles Terminal Area Chart depicts VFR transition routes through the Class B — the ones local pilots call the Mini Route and the Shoreline or Coastal Route. They are different in kind from the SFRA: they are charted procedures, not regulatory ones, and flying them requires a Class B clearance. You call approach, request the route by name, and fly it as cleared.
Because their altitudes, entry points and reporting requirements live on the chart rather than in the CFR, and because charts are revised on a cycle, we deliberately do not print those altitudes here. Get the current Los Angeles TAC, find the route, read the altitude printed on it, and brief it before you go. Ask an instructor to fly one with you the first time; the workload is high and the frequencies are busy.
The practical difference is worth stating plainly. The SFRA needs no clearance but has fixed altitudes, a fixed squawk and a fixed track written into federal law. The transition routes need a clearance, which means they can be refused when the airspace is saturated, but they put you in the system with a controller looking after you.
Going Around Instead
Most flying from Van Nuys never touches any of it. Three routes account for the majority of what our students and renters do.
North and west up the Valley. Out over the San Fernando Valley toward Camarillo, Santa Paula and the Santa Clara River, which stays outside the Class B and outside Burbank's Class C throughout. This is where most training happens.
West through the mountains to the coast. Over the Santa Monica Mountains and out to the Malibu shoreline, then north-west along the coast toward Point Mugu and Camarillo, or south-east along the beaches beneath the Class B shelves. The coastline is the easiest navigation feature in Southern California and the view is the reason many people start flying.
East and north over the passes. Toward the high desert or, with more planning, toward Big Bear and the San Bernardinos. Terrain and density altitude become the governing factors rather than airspace, which is what our mountain flying checkout covers.
The Neighbors
Los Angeles has more general aviation airports inside a small area than almost anywhere else, and knowing where they sit relative to you matters as much as knowing the Class B.

How Low You May Fly Over The City
Los Angeles is almost entirely congested area in the regulatory sense, and 14 CFR 91.119 sets the floor. Over any congested area of a city, town or settlement, or over any open air assembly of persons, the minimum is an altitude of 1,000 feet above the highest obstacle within a horizontal radius of 2,000 feet of the aircraft. Over other than congested areas, it is 500 feet above the surface, except over open water or sparsely populated areas, where the aircraft may not be operated closer than 500 feet to any person, vessel, vehicle or structure. Both are subject to 91.119(a), which requires an altitude allowing an emergency landing without undue hazard to persons or property on the surface.
In practice that means the interesting parts of Los Angeles are viewed from higher than tourists expect, and it is also why sensible local flying sits comfortably above the minimum rather than at it. Temporary Flight Restrictions
Los Angeles generates more temporary flight restrictions than almost anywhere. Wildfire TFRs appear at short notice and can be large. Stadium TFRs apply around major sporting events. Presidential and VIP movements produce restrictions that can close large parts of the basin with little warning. A standard TFR is a circle you can see on a briefing and not from the cockpit, and busting one is a certificate action rather than a telling-off.
The discipline is unglamorous: get a full preflight briefing every flight, including the local one you have flown a hundred times, and check again if you are away for the day. Flight following from SoCal is not a TFR service, but a controller talking to you is far more likely to warn you than one who is not.
How Students Learn This At Van Nuys
Training under this structure is an advantage, not a handicap. A student who learns to fly at a Class D field inside a Mode C veil beneath Class B shelves, next door to a Class C, is a student who is comfortable on the radio and precise about altitudes long before the checkride. Pilots trained at quiet fields have to learn all of it later, usually while nervous.

No. Van Nuys is its own Class D airport sitting beneath an outer shelf of the Los Angeles Class B. Local flying at Van Nuys happens under the shelf rather than inside the Class B, but the field is within the 30-nautical-mile Mode C veil, so a transponder and ADS-B Out are still required.
What Is The Mini Route?
A charted VFR transition route through the Los Angeles Class B that requires a Class B clearance, unlike the SFRA.
